In the Irkutsk region, a judge has sentenced Igor Mokeev, a former warden of a detention center, to five years in prison for mistreating inmates, according to a statement from the regional court’s press office released on Monday.
Mokeev, who was in charge of Detention Center No. 1, along with his deputy Anton Samara, was found guilty of overseeing the mistreatment of numerous inmates who were moved to the facility following a fatal riot at a penal colony in April 2020.
The sentencing was handed down by a judge from the Kuibyshevsky District Court, who imposed a five-year prison term on Mokeev, while Samara received a sentence of four years and six months. Both individuals were also prohibited from holding any public office for a period of two years.
The court’s press office indicated that the verdict is not yet final, implying that the sentences may be appealed. It remains unclear if either Mokeev or Samara admitted to their guilt.
The judge has approved compensation claims from six victims, awarding each 350,000 rubles (approximately $4,500) in damages. Claims from an additional 18 victims were forwarded for consideration in civil court.
According to inmates and prisoner rights advocates, the riot at Penal Colony No. 15 in Angarsk was triggered by a guard’s severe assault on an inmate.
Earlier this year, twelve inmates were sentenced to prison terms ranging from five and a half to 21 years for their involvement in the violent uprising.
