Detectives with the Porterville Police Department’s General Investigations Unit launched an undercover operation on February 18, 2026, after residents raised concerns about prostitution at businesses in the city.[2] The effort targeted locations along West Olive Avenue, a corridor known for such establishments.
Officers confirmed unlawful conduct during the sting, which began around 12:30 p.m. Community input proved crucial, highlighting how public vigilance aids law enforcement in maintaining neighborhood standards.[3]
Suspects Identified and Booked
Three Porterville residents faced arrest as a direct outcome of the investigation. Each woman worked at a separate massage parlor and now contends with formal charges.
- Ienju Wu, 49, taken into custody at Rose Massage, 188 West Olive Avenue.[2]
- Luo Zeqiao, 61, apprehended at Star Massage, 1365 West Olive Avenue #F.[4]
- Fenglan Dong, 57, detained at Diamond Massage, 1531 West Olive Avenue.[1]
All three individuals were booked into the Tulare County Sheriff’s Office South County Detention Facility shortly after their arrests. Authorities released few additional details on bail or court dates at this stage.
