New York State has lost $74 million in federal highway funding after refusing to revoke thousands of commercial driver’s licenses issued to immigrants. The U.S. Department of Transportation took the step following an audit that exposed flaws in the state’s licensing process for non-resident truckers. The Department of Transportation notified New York’s Department of Motor Vehicles on April 16, 2026, that it would withhold the funds due to the state’s failure to address audit findings. Officials determined that nearly half of approximately 32,000 non-resident CDLs extended beyond the holders’ work authorizations, often by years.[2] New York DMV staff acknowledged issuing eight-year permits by default, even when federal work papers expired sooner.
Transportation Secretary Sean Duffy emphasized accountability, stating that the move prioritizes families on American roads over policies allowing unvetted drivers. The FMCSA administrator expressed disappointment in the DMV’s refusal to correct the issues, noting that federal dollars cannot support systems ignoring safety standards.[2]
